General Information The organization Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 24 countries – in Africa, Asia, Middle East, Eastern Europe and France in 2023. PUI started implementing operations in Libya since 2017, so far, PUI is focusing on the health care issue, by providing primary health care (PHC) services to internal displaced populations and their host communities, migrants refugees and asylum seekers in the eastern cities of the country. PUI is recreating an access to essential package of health care including communicable and non-communicable diseases, medical screening, sexual and reproductive health and psychosocial support interventions via Mobile Health Teams. Furthermore, PUI is reinforcing sensitization, communication and prevention on health care topics within the communities. PUI started a new project aiming at improving the management of Non-Communicable Diseases (NCDs) – including cancer – with a community health and MHPSS component at primary health care level. The project – funded by the French Government (Centre de Crise et de Soutien) is implemented in Benghazi. The action aims at expanding the capacities of the primary health sector – in the district of Benghazi – in the management of NCDs’ health care services, building on the expertise PUI has consolidated from 2019. While it is meant to be a continuation of PUI former intervention on NCDs health care services, a broader scope will be adopted to contribute to the NCCP programme for prevention, screening and early-detection of the most common cancers (through mammography for breast cancer, or colonoscopy for colon cancer for instance, and referral for diagnosis for suspected cases) in the country. Similarly, the project will include activities to address some psychosocial issues linked with NCDs, and to strengthen the capacities of the health staff to support patients affected by NCDs. The clinical management of NCDs will be complemented with a community outreach strategy with a two-fold objective: 1) Raising awareness on risky behaviours and prevention and 2) Promoting health seeking behaviours and access to primary health care services for the most vulnerable and at risk of marginalisation groups. Moreover, awareness on mental health and psychosocial support will be raised to fight stigma and promote accessibility to services. To this extent, PUI will continue to engage with the Libyan Red Crescent to identify Community Health Volunteers to be deployed in the catchment area of the targeted health facility. Moreover, the project aims at increasing the DHS department capacities in effective management and supervision of the NCD clinics. Overall purpose The overall purpose of the position is to provide adequate and quality psychosocial support services to beneficiaries, within an NCD health care services project in Benghazi. The MHPSS Officer provides capacity building to non-MHSS specialists on psychosocial support at a primary health care setting and facilitates psychosocial interventions at the community level. The MHPSS officer is under the supervision of the Health Activity Manager (HAM)/ NCD Team Leader, and with the technical support of the senior MHPSS advisor. The officer works closely with the PUI NCD health team and collaborates with the PHCC health staff. Responsibilities and scope of duties Activities: Ensures proper implementation and monitoring of the MHPSS program falling under his/her responsibility through the participation in MHPSS services integrated into primary health care providing training and mentoring of health workers and psycho-education sessions. MHPSS strategy implementation: Responsible of the implementation of the MHPSS component of the project at primary health care clinical and community level, following international standards and the MHPSS Framework of PUI Representation: Represents PUI in front of partners, authorities and local actors involved in the implementation of the project Coordination and reporting: Participates in the coordination process for all MHPSS activities at the field level and submit activity progress reports to the HAM monthly. on a regular basis Specific objectives and linked activities Objective 1: To build capacity on MHPSS for non-specialized health workers of Primary healthcare facilities and community health workers · Providing training to health workers of the supported PHCC, and community health volunteers, to ensure that they are able to identify and refer persons at risk to the MHPSS Officer and/or to other available services, as well as to be able to raise awareness and provide appropriate assistance to mild MHPSS cases. · Ensuring the preparation and adaptation of the training materials and content, using WHO publications, IASC MHPSS guidelines, and PUI guidelines in collaboration with the MHPSS senior advisor · Supervise and mentor one-shot MHPSS psychoeducation sessions and sessions on self-care provided by PHCC health workers and Community Health Volunteers. · Provide technical advice to the members of PUI health team, MoH staff, and other health personnel to ensure their adherence to the appropriate MHPSS approach and protocols . · Conduct training sessions for MoH health staff and PUI staff regarding the psychosocial support role in regard to NCD disease and its complementary role besides the medical treatment. Objective 2: Provide adequate and quality psychosocial support interventions to targeted beneficiaries. · Conduct psychosocial evaluations of the well-being of individuals, identify the appropriate psychosocial support interventions, and follow up of the beneficiaries. · Ensure an appropriate, safe, and confidential environment for psychosocial support interventions (set up group rules, exercises, etc.) in communities, schools, workplaces, streets, primary health care centers, CSOs, and home visits. · Ensure the high quality of psychosocial support intervention and care provided to beneficiaries, ensuring confidentiality and proper documentation of the beneficiaries’ files · Provide individual and family psychoeducation sessions and psychosocial support activities for persons in need, including young adults, adults, families, and persons with specific vulnerabilities · Strictly follow the standards, the PUI MHPSS Framework and protocols · Ensure and follow up on referrals to specialized services (Specialised MH services, Health, Protection, etc) when needed, according to PUI protocols and national standards. Objective 3: Contribute and supervise the MHPSS awareness activities at community and PHCC levels. · Participate in the elaboration of MHPSS awareness-raising material such as flyers, booklets. · Organize MHPSS awareness-raising events (World Mental Health Day, for example); · Support and supervise awareness sessions at the community level conducted by nurses and community health workers · Contribute to the development of an MHPSS services mapping and the reinforcement of a referral system. · Liaise with CSOs in the area of intervention to strengthen access to MHPSS services. Objective 4: Representation and coordination · Collaborate with local actors involved in the implementation of the project’s activities, and ensures good relations are maintained with each of them (consistent with PUI principles of neutrality and independence); · Does not act out of his/her role in representing PUI before external actors, and reports any concerns regarding PUI representation (i.e. External actors, journalists, local authorities) to the Health Activity Manager; · Under the supervision of the Health AM, in the event of visits from donors to health facilities, participates actively in the preparation and the smooth organization of the visit when requested. Objective 5: Monitoring, reporting, and Archiving · Maintain and promote confidentiality regarding beneficiaries’ information and records, and ensure informed consent before any form of intervention. · Report on a daily and weekly basis to the Health activity manager · Collect and analyze data in collaboration with the NCD project team (MMD, Nurses, Pharmacist, and health activity Manager) with the support of the MEAL team and produce lessons learned documentation for the planning of future activities (type of messaging, way of conducting the sessions, etc.); · Help in ensuring the quality of the project among others through the production of reports, results and context monitoring, lessons learned, tools development, and training; · Permanently evaluate and report needs, gaps, risks, and resources related to MHPSS, suggest project improvements, and propose interventions OTHER DUTIES · Participate regularly in training and/or refreshers, in program workshops and information sessions · Participate in workshops on the NCD national protocols · Participates in identifying health-related needs in coordination with the NCD MMD and Health AM. · Attend PUI team meetings when required · Be aware and apply the Internal Regulations (IR) PUI for the mission · Be aware of the security rules, the social and political situation in the field at all times and provide feedback to the NCD MMD, Health activity manager · Follow safety and security rules on-base In General, the Collaborator should be flexible and can be asked to perform other duties, if required.
